In a recent podcast on Google webmaster channel on Youtube, Matt Cutts said yes, page load time affect search rankings but he also clarified that the page load time is not confined to mobile devices only, Google seeks page load time uniformly on all devices ranging from desktops to mobile once.
Matt Cutts also made a key note that mobile users expect a great computing experience and Google is search out way to enrich that. As for now Google is keeping a close connecting contact to cater better results that are device independent.
